When pre-orders are taken, payment will be split between a down payment at order placement and a final payment prior to shipment.  The total cost for a Talosâ,,¢ Secure Workstation starter kit will be $2,700 USD.  The package will include the Talosâ,,¢ mainboard, a heatsink for the POWER8 processor, and an I/O plate for the Talosâ,,¢ mainboard.  The lowest cost CPU (130W TDP, 8 cores) will be available for $1,000 USD.  If you need higher performance, other CPU options will be available at multiple price points, including the highest-performing 190W 12-core variant for demanding workloads.

A report about the Talos workstation:

I've seen their explanation for the price as well.
I understand it's a heavy developers machine, but no normal home PC user will ever be affordable to afford such a machine.

They do seem to be raising quite a bit of money, but asking for 3,7 million dollars is a gargantuan amount of money for the project and I don't think they'll make that much.
