A report about the Talos workstation:

Power8 workstation costs nearly $ 20,000 (Google translator)

I've seen their explanation for the price as well.
I understand it's a heavy developers machine, but no normal home PC user will ever be affordable to afford such a machine.

They do seem to be raising quite a bit of money, but asking for 3,7 million dollars is a gargantuan amount of money for the project and I don't think they'll make that much.

Yes, but don't forget the 3U HSF Assembly for POWER9 CPUs for 110$ :)
Anyway, 420$ for the latest and greatest CPU money can buy :o
